Community Project Funding Opportunity; Tax Filing Deadline Extended

The U.S. House will accept limited member requests for Community Project Funding in appropriations bills for the upcoming fiscal year, and I want to make sure as many Philadelphia nonprofits as possible are aware of this opportunity. I have set a deadline of April 5 for applications for CPF projects for the 3rd Congressional District.

CPF will proceed with numerous reforms in place, including barring for-profit companies from receiving the grants. There are several rules to ensure transparency, accountability and good use of the funding, so I encourage any nonprofit that's interested to review the rules and application form as soon as possible. Federal Tax Filing Deadline Extended!

As a member of the Ways and Means Committee, which oversees the IRS, I had urged the agency to extend the federal income tax filing deadline this year – and I'm pleased to report the IRS has agreed to do so. Due to the pandemic and several tax benefits included in the just-passed American Rescue Plan, I believe it was important to give people more time to file their tax returns.

The federal income tax filing due date for individuals for the 2020 tax year will be automatically extended from April 15, 2021, to May 17, 2021. The IRS will be providing formal guidance in the coming days. The agency said the change does not apply to estimated tax payments that are due on April 15, 2021 – those payments are still due on April 15. It's also important to note that this does not affect the deadlines for any state or local tax returns you may need to file or any estimated state or local tax payments you may need to make. The Pennsylvania Department of Revenue announced today that the deadline for filing 2020 Pennsylvania personal income tax returns and make final 2020 income tax payments is extended to May 17, 2021 (for more details, click here).

Vaccine Funding in the American Rescue Plan

As promised, I will provide more detailed information in this and future e-newsletters about some key parts of the American Rescue Plan Act. This new law, which I voted for, meets and exceeds President Biden's request to invest $20 billion in a coordinated, nationwide vaccine program to:

  • Make sure we have enough vaccines for all Americans through research, development, manufacturing, production, and purchase.
  • Get those vaccines out to all Americans quickly and equitably through community vaccination centers, mobile vaccination units and more.
  • Improve communication to strengthen confidence in the vaccine and make sure all Americans know when, where and how they can get one.
  • Scale up testing and tracing, address shortages of personal protective equipment and other critical supplies, invest in high-quality treatments, and address health care disparities.

Small Business Funding in the American Rescue Plan

The House is already building on the American Rescue Plan – this week, we passed a bill to extend the Paycheck Protection Program for small businesses. As a member of the House Small Business Committee, I support this legislation that would extend the PPP application deadline from March 31, 2021, to May 31, 2021. It would also give the Small Business Administration an additional month, until June 30, to process applications.

If enacted into law, the PPP Extension Act would avoid the lapse of a program that has provided small businesses with nearly $700 billion worth of emergency loans to date. I urge the Senate to pass it quickly!

President Biden signed the American Rescue Plan into law last week. This plan includes:

  • a new $28.6 billion grant program for restaurants and bars that have lost revenue because of the pandemic, like the proposed Restaurants Act I strongly supported;
  • an expansion of Paycheck Protection Program eligibility to include more nonprofits and digital media companies, as well as an additional $7.25 billion for the program;
  • $15 billion for the Economic Injury Disaster Loan (EIDL) Advance Grants Program to provide grants of up to $10,000 per business to small businesses in low-income communities that have been most affected by the pandemic;
  • $1.25 billion for the Shuttered Venue Operators Grant program. Eligible applicants can now access both the Shuttered Venue Operators Grant and PPP to address SVOG's delayed start.
  • $175 million for Community Navigator pilot program which is designed to help small businesses in underserved and underbanked communities access the COVID-19 relief resources available to them; and
  • $1.325 billion in administrative funding to the Small Business Administration so the agency has the resources and staffing necessary to implement the programs.
